The library occupies an important place in the educational and educational processes of the college. The main goal of the library is to teach teaching staff and students rational methods of working with books, searching and analyzing materials, instilling skills in information support for educational activities, learning to quickly respond to changes, think critically and process the necessary information. In the modern educational environment, the library must not only provide library services to readers, but also solve the strategic tasks facing education:
In accordance with the Regulations, the main mission of the library is library and information support for the educational activities of the college. And also provide the educational process with the necessary literature and information.
The division includes the following structural units: subscription and reading room – the work of which is provided by a librarian.
Goal: Increasing the quality indicators of the educational process through the development of information and library resources (including electronic ones).
1. The right to use the library is granted to teaching staff, full-time and part-time students, workers and employees.
2. The library reader is provided with books, magazines, newspapers and other available materials.
3. The reader is provided with comprehensive assistance in the selection of literature and in acquiring skills in using reference publications and the library fund
4. The library annually re-registers readers. Upon re-registration, the reader must, at the end of the academic year, hand over all the literature listed for him, which he can receive after registration. Readers who have not been re-registered are debtors.
5. In case of termination of use of the library, the reader is obliged to hand over the books listed for him and issue a workaround sheet.
7. All types of library services are provided free of charge.
On subscriptions, literature is issued for a period of up to one month in the following quantity:
For teaching staff, staff:
Academic – issued for the period of study of the relevant subject (with mandatory re-registration at the beginning of the academic year);
Methodical – issued for a period of 1 month, and if there are enough copies – for the duration of studying the relevant subject (with mandatory re-registration at the beginning of the academic year);
Students :
Program – issued for the entire period of study for students;
The works studied according to the program in the lessons are issued for a period of time in accordance with the study program;
For extracurricular reading – 15 days;
Periodicals – for 15 days in the amount of 2 titles.
For other readers – up to 5 copies;
Fiction is issued for a period of up to 10 days, no more than 5 books.
For part-time students, the terms of use are set depending on the dates of the sessions.
The period of use of the book can be extended upon its presentation in agreement with the subscription staff.
The last or only copy cannot be delivered to the house.
The literature used in group classes is issued on a subscription at the written request of the teacher and is issued under the receipt of the head of the group. The teacher is responsible for this literature.
The issuance of books in the reading rooms is signed by the reader on the book form of each edition. It is forbidden to take literature out of the reading room. When leaving the reading room for a long time, the reader must hand over the books he has to the librarian. In case of violation of this rule, the reader is deprived of the right to use the library for a period determined by the library administration depending on the degree of violation

Readers have the right to:
use the main types of library and information services provided by the library free of charge;
to receive advice in the search and selection of information sources .
The reader is obliged to:
a) to receive literature, make a request and sign for each publication in the book form.
b) upon receiving the book, the reader must check its condition and inform the librarian about the defects in it, otherwise, the reader who used it last is responsible for the damage to the book.
c) treats books, other printed works and other materials and library property with care.
d) to return the publications received in the library within the prescribed time; in case of delay of books beyond the prescribed period, the reader is deprived of the right to service in the library.
e) in case of loss of the book or its damage, must pay its price according to the price list
The reader is not allowed to:
a) visit the library in outerwear;
b) to break the silence and order in the library premises;
c) take books out of the library without signing for them;
d) spoil library publications (make marks in them, underline, tear out sheets, bend spines, etc.);
e) enter office premises and book depository without permission.
The library serves readers in accordance with the Regulations on the Scientific Library of the college and the “Rules of Use of the Library”.
The library has the right to:
to carry out constant monitoring of the return of issued books to the library;
to apply penalties to readers who violate the Rules of use of the library (for removing publications from the reading rooms without the permission of the librarian, the reader will be deprived of the right to service in the library.)
to recover from readers the real market value of lost or damaged publications, and in case of persistent unwillingness to reimburse lost or damaged publications, apply to the notary authorities in order to reimburse their real market value in 10 times the amount.
The library is obliged to:
to provide readers with the opportunity to use all the collections of the library;
to maintain the necessary conditions in the library for the work of readers;
to inform readers about all types of services provided;
to popularize their funds and services provided, to develop and encourage interest in books, reading;
to study and satisfy readers’ requests most fully;
to improve library and information services, using various forms of individual and mass work with readers, as well as introducing computerization and advanced technologies;
to increase the culture of reading, library and bibliographic literacy of readers.
Every year, the action “Bir el –bir kitap” (“One country – one book”) takes place in the republic. The action brought novelty to the cultural life of the country and became a good tradition. After all, each selected work reflects the fate of people, historical facts, has educational significance, teaches readers to reflect, empathize. As part of the campaign, we have already read the works of Abai, M. Auezov, M. Zhumabaev, J. Moldagaliev, J. Aimauytov, O. Bokey, F. Ongarsynova, S. Muratbekov, I. Esenberlin, D. Babatayuly, S. Toraighyrov. In 2018, the format of the campaign was slightly changed: 3 books were selected for reading at once. These are the works of Shakarim Kudaiberliev, the book by B. Momyshuly “Our Family”, N. Kelimbetov “I don’t want to lose hope”. They are completely different books, but they are united by the difficult fate of the authors, their ability to overcome difficulties and complexities of life. In 2019, the works of two famous authors were recognized for general reading in Kazakhstan: the poetry of Abdilda Tazhibayev and the novel “Prince of Legend” by Abish Akekilbayev. And of course, every year the library with the teachers of the PCC “Language and Literature” holds events dedicated to this action.
It directly conducts thematic exhibitions, oral magazines, literary drawing rooms. Only after being born, a person acquires, according to the law, the ability to have rights and bear responsibilities – constitutional, family, civil, labor, etc. However, their real implementation is possible only as the child grows up. In order for unpleasant situations to be successfully resolved, you need to know your rights and obligations. The exhibition “The Law and the Teenager” was organized in the library’s reading room.
The Golden Age Curatorial Hour is an information lesson. The hour was interesting and fun. The students asked questions and answered the questions themselves. In the life of each of you, as in nature, there are 4 seasons: winter is a snow-white childhood, spring is a talkative youth, summer is a violent flowering of strength and golden autumn is rich and wise. So may our golden autumn of life give us all the wisdom of the soul, the wealth of life experience and the unfading warmth of our hearts. Somehow I don’t want to call this month the month of the elderly… let it be the month of wise people, or rather the holiday of wise people. The library also holds a round table, together with teachers: A round table “Spiritual and ideological values of modern youth of Kazakhstan”. He takes part in meetings with entrepreneurs, with bright people and celebrities.
